On close inspection, Sweeney argues, it\u2019s\n difficult to avoid the conclusion that elite institutions are actually <em>inflating<\/em>\n the numbers \u2014 not in order to put pressure on fossil fuel interests, \nbut to wage war on state regulation of energy prices.
